How to Ensure Your HMO Meets Plumbing & Heating Regulations
If you’re converting or managing a House in Multiple Occupation (HMO), it’s vital to ensure your plumbing and heating systems meet all legal and safety standards. Non-compliance can lead to hefty fines, invalid insurance, or even closure of your property.

Key Plumbing & Heating Requirements for HMOs
1. Sufficient Hot & Cold Water Supply
Your property must have a reliable, adequate supply of hot and cold water to every kitchen, bathroom and WC. For larger HMOs, a combi boiler might not be enough — consider a system boiler with an unvented hot water cylinder to handle higher demand.
2. Drainage & Waste Systems
Every sink, bath, shower and WC must have proper waste pipework, connected to a suitable drainage system. Poor installations can lead to leaks, blockages and health risks — all of which can land you in trouble with environmental health.
3. Heating Provision
A fixed, controllable central heating system must be installed. Portable heaters are not acceptable in HMOs. The system must:
- Be able to maintain a room temp of 18–21°C
- Have user-friendly thermostats and timers
- Work consistently throughout the year
Gas Safety: Non-Negotiable
All HMOs using gas must comply with Gas Safety (Installation and Use) Regulations 1998. That means:
- Annual gas safety checks by a Gas Safe registered engineer (like us!)
- Safe installation of all gas appliances
- Adequate ventilation
- Proper flue termination and carbon monoxide safety measures

Water Pressure & Usage
If your HMO has more than 3–4 people sharing bathrooms and kitchens, you’ll need to make sure water pressure doesn’t drop when multiple taps or showers are in use. This may require:

- Smart system zoning
Legionella Risk Assessment
